Some universities and colleges in England have had approval from the Office of Fair Access (OFFA) to change their fees or financial support arrangements for 2012. Here is OFFA's list of universities and colleges whose arrangements have changed (pdf file). If you've applied to any of these institutions they will contact you to explain how their fees are changing.
However, if as a result of the new fees you decide that you would like to change your choices, we've made it possible for you to do so until midnight on 15 January, provided that you've applied on or before 7 December 2011.
You only have one opportunity to change your choices, so please think carefully. Before making a decision we suggest you talk through your plans with anyone who has helped you with your application.

You should consult the student finance pages for applicants on the website for the university or college in question. If you have applied to one of the universities or colleges listed, you will also receive information directly from them within the next few days. If you are still unsure you should contact them.
Some universities and colleges asked to revise their 2012-13 access agreement in order to lower their average fee, in response to in-year changes to Government policy. Others have made changes to improve their fee or support arrangements which would have been allowable under our normal rules.
