Can I accept an offer as an insurance choice if it wants the same grades as my firm choice?

Yes, your insurance choice can be whichever offer you prefer. It can even ask for higher grades, but please remember that if you do not meet the conditions for your firm choice and your insurance choice asks for the equivalent grades or higher, you may find that you cannot be accepted by either choice and will then become eligible for Clearing.
